PROB2: Clarification 2

In problem1, handout says : when there's insufficient water, distribute proportionally, do rounding by truncating to int. Does that mean there can be remaining water (because we throw away the fraction part) which should be carried over to lower-priority contractors?

The water lost due to truncation at a given priority level does NOT carry on to lower priorites.
